Biloxi police plan for Black Spring Break

BILOXI — Coast law enforcement agencies have a plan in place to keep the peace at Black Spring Break 2010.

Derrick Foster of Pinnacle Promotions has advertised the event, set for April 15 to 18, on social networking sites such as Facebook and Twitter and at historically black universities and colleges in the South. He estimates about 40,000 visitors will attend various events during the weekend.

"We're looking for it to be a positive event," Foster said. "We're not trying to come down here and cause any problems. I think they should welcome us with open arms."

Biloxi Police Chief John Miller isn’t convinced Foster's crowd estimate is accurate.

“There’s not any way of knowing,” he said. “It could be anything from nobody to a few hundred to a few thousand.”

Miller said, if needed, his agency will use a traffic plan created after a similar event caused gridlock on U.S. 90 in 2000. The plan, which also can be used for weather-related evacuations, calls for alternate traffic routes and additional manpower from neighboring agencies, he said.

Miller said vacation and off-days are already limited in April because it’s typically a busy time on the Coast, especially at the beach.
