The lure of millions of dollars of federal stimulus and recovery money drew nearly 200 nonprofit representatives to the Ewing Marion Kauffman Foundation on Monday.
But there were no quick or easy answers about what nonprofit projects might qualify for congressionally authorized funds.
A panel convened by Nonprofit Connect (formerly the Council on Philanthropy) told attendees that distribution details have yet to be worked out through bureaucratic channels.
"The dollars are appropriated but are not available right now," said U.S. Rep. Emanuel Cleaver, emphasizing that the lion's share of the recovery package is directed at infrastructure improvements, not the social service kind of job creation that most of the attendees were interested in.
The only clear message was that requests for funds must center on job creation or job retention for the "most vulnerable" populations.
